GSA Schedule 70

Comtech holds a General Services Administration (GSA) Schedule 70: General Purpose Commercial Information Technology Equipment, Software, and Services (contract number GS-35F-0431K). This contract provides authorized Federal, State, and Local government entities the ability to easily access and purchase IT items and services with contract holders. Comtech is able to provide products and services under the following Special Item Numbers (SIN):

GSA Stars II

Comtech is part of a joint venture with Solutions By Design on a General Services Administration (GSA) 3rd generation 8(a) STARS II GWAC (Government-wide Acquisition Contract). This joint venture is called Estrela Tech, LLC and is ISO 9000:2008 and CMMI-DEV Level 3 certified.

The GSA STARS II GWAC is reserved exclusively for qualified small 8(a) IT businesses that provide superior service to federal customers through the use of Small Business GWACs. This GWAC is designed to promote small business use when purchasing IT services or IT services-based solutions and has a $10B program ceiling. Directed task orders up to $4 million each are allowed for Federal civilian and Department of Defense activities.

Estrela Tech was awarded all functional areas of Constellation I and Constellation II. Constellation I includes industry partners with competitive pricing and technical proficiency, while Constellation II includes industry partners who have competitive pricing, technical proficiency, and an additional industry credential including one or both of Capability Maturity Model Integration II+ (services or development) and/or ISO 9001: 2008.

Each of the 8(a) STARS II constellations includes four functional areas designated by the North American Industry Classification System (NAICS). These NAICS functional areas include:

Comtech is a subcontractor to IBM on the Internal Revenue Service (IRS) Total Information Processing Support Services (TIPSS-4) Information Technology Services (ITS) contract. TIPSS-4 is a multiple award, Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract with specific support service requirements defined at the task order level. DHS Eagle

Comtech is a subcontractor to IBM on a Department of Homeland Security (DHS) Enterprise Acquisition Gateway for Leading Edge Solutions (EAGLE) contract. DHS EAGLE is a multiple award enterprise-wide IT contract vehicle with a broad scope of services. Use of this contract is not exclusive to DHS; other government agencies working on homeland security-related programs are able to access and use EAGLE. EAGLE is designed to offer a broad range of services, solutions, and contract types to fulfill the majority of component and departmental IT services needs. EAGLE is comprised of the following five comprehensive functional service categories.

Comtech holds a Master Ordering Agreement (MOA) for the Federal Aviation Administration’s (FAA) Electronic FAA Accelerated and Simplified Tasks (eFAST) program. This contract includes a broad technical scope across the areas of comprehensive management, engineering, and technical support services and offers a wide array of labor categories with fixed ceiling rates. eFAST is the FAA’s preferred acquisition vehicle for fulfilling Agency Small Business goals and has a ceiling amount for all tasks orders of $2 billion. The CIO-SP3 Government-Wide Acquisition Contract (GWAC) is a ten-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Any federal civilian or DoD agency may use this contract to fulfill a broad range of mission-critical IT requirements as diverse as Cloud Computing, Cyber Security, and Health IT. The CIO-SP3 contract is managed by the National Institutes of Health (NIH) Information Technology Acquisition and Assessment Center (NITAAC).

Comtech is a member of  the ‘IntePros Health Alliance CTA’ that was awarded a Prime Contract under the Service-Disabled Veteran-Owned Small Business (SDVOSB) Group on March 19, 2018, in the following Task Areas:

Comtech is a subcontractor to Accenture on the US Department of Agriculture (USDA) Financial Management Modernization Initiative (FMMI) contract. The purpose of this vehicle is to replace and modernize USDA’s core financial management system to provide general accounting, funds management, and financial reports.

The contract includes program management, transition and migration support, application and integrator services, and hosting services. USDA’s integrated system will improve financial-management performance, align with USDA enterprise architecture and best practices, and comply with federal system standards. The system will also streamline financial-business processes across the department.

Over time, the system will support federal e-authentication requirements and a single point of validation and access for vendor data. It will also be designed to integrate with e-payroll, e-government travel, and systems. This program focuses on system analysis, application system configuration, and the development of interfaces to USDA enterprise legacy systems.





Comtech has been awarded a 4 year contract to provide information technology support services to employees at the US EPA at the RTP Campus. The scope of the contract is to provide support in the following areas :

Comtech holds a General Services Administration (GSA) Public Buildings Service (PBS) Blanket Purchase Agreement (BPA) for Information Technology and Development Services. This multiple-award BPA, under the GSA Federal Supply Schedule 70 – SIN 132-51, has a five-year term and a contract ceiling value of $150 million. Comtech is eligible to compete for BPA Calls to provide GSA PBS support in the following areas:

Through this contract, we continually support PBS and provide innovative solutions to help them succeed in their technology roadmap.


Comtech has been awarded a 5-year contract to provide comprehensive design, engineering, implementation, and maintenance of the specified systems.

  • Facilitate the development, deployment, operation, and expansion of critical standard, services, and infrastructure
  • Document IT guidelines and technical standards to ensure ease of implementation
  • Assist in the planning for future services and infrastructure
  • Software and systems support in analyzing, troubleshooting, testing and making recommendations related to systems environment
  • Perform configuration, systems programming, installation and other system administration functions as necessary
  • Software engineering support in the integration of existing baseline and non-baseline software into the systems environment
  • Troubleshoot, diagnose, and resolve outages and other problems with web servers, data processing servers, and database servers

  • Support field System Administrators to maintain baseline security configurations on systems and check if all the security patches and service packs are appropriately installed on systems

Comtech is a subcontractor to Northrop Grumman Corporation on the US Army Global Combat Support System (GCSS) contract. This is a cornerstone US Army logistics program that helps ensure that soldiers receive the right equipment and repair parts at the right time. Under the GCSS-Army (Field/Tactical) contract, Northrop Grumman’s Mission System sector implemented an enterprise system that provides the current status of all Army equipment and assets so that soldiers can best anticipate, allocate, and manage the flow of available resources.

  • GCSS-Army provides the Army’s Warfighter with a seamless flow of timely, accurate, accessible, actionable, and secure information not readily available today that gives combat forces a decisive edge.
  • GCSS-Army modernizes automated logistics by implementing best business practices to streamline supply operations, maintenance operations, property accountability, and logistics management and integration procedures in support of the Future Force transition path of the Army Campaign Plan.
  • This effort implements a comprehensive logistics automated solution for the field (deployable) Army and provide the commander on the battlefield with an integrated and interoperable end-to-end view of the logistics chain, equipment status, and asset visibility to support decisions that will affect the outcome of combat operations, combat power, and planning for future operations. This solution implements Commercial-Off-The-Shelf (COTS) Enterprise Resource Planning (ERP) products from the company SAP AG.
  • This effort allows the Army to retire multiple customs designed standalone business software baselines optimized to existing Army business processes and replace them with a single integrated business software baseline that has been optimized to industry defined best business practices.
  • This effort eliminates the need for extensive maintenance and modification of aging, diverse software systems resulting in improved and efficient change control and configuration management through the implementation of an enterprise system.




US Navy Seaport-NXG
The objective of this PWS is to provide integrated system sustainment and infrastructure upgrade support services for the entire Navy ERP (SAP) environment and to obtain contract services to sustain and enhance Navy ERP (SAP).




Delware IT Project Staffing

Comtech has won a multi-year award for The Department of Technology and Information (DTI)  for the staffing of Information Technology Projects.

Subsequent project work may include, but not be limited to: Application Development; Client Server Operating Systems; Cloud Service Configurations; Enterprise Architecture; Geographic Information Systems; IT Infrastructure, Networking; Project Management and Security.

Delaware Network Services

The State of Delaware awarded Comtech a contract to build and maintain a state-of-the-art telecommunications network across all Delaware agencies, school districts, municipalities, volunteer fire companies, and political subdivisions. The contract scope includes:

  • Network Design and Planning: Provide IT Strategy and planning for all network services, analyze the business requirements, provide technical solutions, and provide assistance in developing Risk/Security Assessments and Statewide Disaster/COOP Plans.
  • Network Performance Analysis: Provide end-to-end analysis of network performance, diagnose and isolate LAN/WAN Network issues, and resolve interoperability and performance issues.
  • Network Application Support: Provide technical resources and equipment to diagnose problems with communications and network response-time problems, provide assistance with applications that use electronic mail services, and assist with applications focused on state-wide workflow requirements.
  • Onsite Support: Provide technicians and consultants to support systems installations and applications testing including remote/telephone support and systems hosting services.

City of Cincinnati

Comtech has won the contract for staff augmentation to deploy qualified personnel in 32 categories which include

New Castle County ITS

Comtech holds an Information Technology Services Contract with New Castle County, Delaware.

Currently, New Castle County uses a client-server environment with Oracle and SQL Server databases, Unix Servers, Dell Servers, VMWare, and EMC storage. Specific skill sets required include SQL, PL/SQL, Microsoft SQL Server Reporting Services, Microsoft Active Directory, VMWare, Juniper, and Kbox, but are not limited to these areas. 

New Castle County also supports a large network and uses a Helpdesk to manage desktop and user issues. Comtech provides project management and organizational structure to appropriately manage substantial contract support operations involving multiple projects and personnel at various New Castle County locations.



Comtech was also awarded a Multiple Award Task Order Contract (MATOC) for IT Staff Augmentation consulting services by the Washington Metropolitan Area Transit Authority (WMATA). We received contracts under three task order groups (TOG):

TOG 1 – Project Management Operations

TOG 4 – Network and Communications

TOG 8 – IT Security.


Prince William County

Prince William County’s requirements range from small staff augmentation efforts, including research support to staff augmentation for large project implementations.

Specific tasks can be categorized into three (3) areas:

A. Maintenance Support

  • Staff augmentation support for Documentum
  • After-hours support for mission-critical installation, upgrades, or other maintenance operations

B. Development-

  • Staff for Documentum upgrades/migrations, design, development and deployment of EDMS solutions.
  • Conduct requirements for gathering application development sessions; plan and develop test cases; integrate applications developed in .NET and JAVA; and test approaches.

C. Communication-

  • Weekly & Monthly status reports

Comtech has won a bid from the State of North Carolina, through the Office of Information Technology Services (OITS) Statewide IT Procurement Office to provide qualified IT Supplemental Staff to State Agencies. The ITSS Program seeks to better equip the State to recruit, staff, and manage IT supplemental staff at market competitive rates.


City of Sunnyvale (Professional and Technical Information Technology Contracting Services)

BlueCross BlueShield CareFirst FEPOC

Comtech holds a prime contract to deliver IT Services to the Blue Cross Blue Shield CareFirst – Federal Employee Program Operations Center (FEPOC). We deliver services under several major development initiatives within the FEPOC aimed at improving customer service and operational efficiency.

Since these development initiatives were expected to transpire over a period of three years, with different phases of the projects occurring in each individual year, FEPOC required a contractor who is committed to providing qualified staff across a wide range of technical disciplines in a timely manner. 

In particular, Comtech is engaged on initiatives such as IPAA 5010, ICD-10, Member eService Portal, Customer Service, and Benefit Scripting, Enrollment Process Improvements, PHI Monitoring and Tracking, Web Services, and quarterly maintenance releases. Comtech continues to provide analyses and recommendations to BlueCross BlueShield that lead to increases in customer satisfaction and efficiency.


Merchant Link

The Merchant Link requires “best of class” personnel to perform information technology (IT)  services in various labor categories . Comtech is providing staff for UI/UX design and related transformation services, including
