GOVERNMENT TELECOMMUTING
Congress and the Executive branch promote telework to help achieve important public policy goals: protecting the environment, energy conservation, reducing traffic congestion, improving employees' work lives, reducing work-related stress; and improving the Government's ability to retain an high-quality workforce. In addition, as government services expand, so does the need for office space. With a comprehensive telework program, new employees or contractors can reduce the burden of expensive office space.

In January 1996, the President's Management Council introduced the National Telecommuting Initiative, with the goal of 60,000 teleworkers by FY 1998.

Also, Section 359 of the 2001 Department of Transportation appropriations bill (Public Law 106-346) required all Executive agencies to develop telecommuting practices and policies. The law also required the Office of Personnel Management to be sure this requirement applied to 25 percent of the federal workforce by April 2001 and an additional 25 percent in each following year.

Congress has increasingly sought to encourage use of telework. A 1990 telecommunications bill authorized federal agencies to spend money for additional telephone lines, equipment, and connectivity fees for teleworkers. This authorization was re-enacted annually and made permanent in 1996.

In the aftermath of September 11, telework has become a necessity for many employees and employers. Workers in the New York area and at the Pentagon were left without offices. Increased security hampered traffic. As a result, many federal managers began to look at telework options. Telework is now a part of the federal government's Continuation of Operations Program (COOP). And agencies are including telework in their COOP plans. In a Federal Preparedness Circular, dated April 30, 2001 , the Federal Emergency Management Agency highlighted the importance of telework
during emergencies.
